Your full height plantation shutters have a rail across the panel at the height best for you. This can be half way up the shutter panel or perhaps the meeting point of sash windows, even near the top of your window. The shutter slats below the mid rail can be left closed to give privacy while the shutter slats above the mid rail can be fully opened to give maximum light.
